Zimbabwe Youth Council Established by an Act of Parliament known as the Zimbabwe Youth Council Act Chapter 25:19, amended 1997


Functions of ZYC:
(a) To co-ordinate, supervise and foster the activities of national associations and clubs; and
(b) To ensure the proper administration of national associations and clubs; and

Composition of ZYC:
(a) The Council Shall Consist of:
(b) A chairman appointed by the Minister after consultation with the President and in accordance with any directions the President may give him; and
(c) fourteen other members, of whom-
(i) seven shall be appointed by the Minister after consultation with the President and in accordance with any direction the President may give him; and
(ii) seven shall be elected by registered national associations in terms of subsection (2).
•    Decentralization: The ZYC will be decentralizing to provinces within the next one year.
•    Decentralization is the only pathway to guaranteeing greater youth participation.
•    At the moment Bulawayo and Mutare are the priority provinces for decentralization.
•    Decentralization of the ZYC will allow the Ministry to have closer interaction with young people.


Strategic thrust of ZYC:
•    The ZYC has with effect from March 2010, adopted a three year strategy whose pillars this presentation will now provide:
•    Capacity Development of Head Office: This includes the establishment of offices separate from government offices.
•    It includes the setting up of a highly competent team that is well motivated, young and ambitious.
It also includes the setting up of internal systems and policies for effective institutional administration


Revitalization of the Children’s Parliament:
•    The Children’s Parliament is a powerful tool for advocacy.
•    It allows young people to speak directly to the highest office in the land.
•    It also creates room for advocacy of the rights of minors in the country.
•    It is early warning mechanism for young leadership.
•    This year we had a relatively very high and eloquent crop of Child M.Ps due to the introduction of the electoral system in the selection process.


Supporting Initiatives from youth associations:
•    This year ZYC supported and it will continue to support youth organizations like the Youth Empowerment Task force.
•    Supporting youth organizations is critical to establishing the relevance of the ZYC to young people.
•    ZYC has also supported an initiative by a youth group called Youth Talk Zimbabwe with the objective of promoting dialogue among people.


Review of the National Youth Policy:
•    ZYC places high priority to the review of the National Youth Policy for 2 Key reasons:
(a) Its an opportunity to reconnect with young people and re-ignite their interest in national processes.
(b) Its also an opportunity to gauge the mood of young people and to  know their aspirations going forward
•    The Youth Policy itself must be reviewed paying attention to the following key areas:
•    There is a yawning need be give clarity on economic empowerment interventions.
•    The establishment of the YDF should be entrenched and explained in the new policy.
•    It is no use for government to have policies that are not known.
•    The current policy has no mention of HIV/ Aids and Adult Sexual and Reproductive Health. This has been evidenced by the hitherto lack of relationship between funding agencies in this area i. e UNFPA, Global Funding PSI among others.
•    ZYC places priority again in this area because it creates greater scope to connect with young people and young people are the most infected and affected by the HIV pandemic.
